Thanks, I know who writes statutes. You said the number of people in a district was written in the Constitution. I seem to find it there too but Congress has ignored it since 1911.

Obviously the Constitution is going to be interpreted. That is self-evident and so surprising you think you can start an argument about it.

The problem is with the framework that has prevailed for several generations now, whereby the Constitution is continually being reinterpreted to allow Congress more and more power ( Row/Wade being an rare exception). If you understand that the primary theme and spirit of the Constitution was to limit the power of the Federal Government, then you should understand that a framework that willfully ignores that spirit is a problem.
