There are different kinds of Phase IV studies. Some are required by the FDA as a condition of approval. Typically companies shamefully drag their heels on these. Most Phase IV's though are run voluntarily by companies to try to get label expansions. The Vioxx/Celebrex Phase IV's were just such label-expansion trials.
