GST's been arguing over the meaning of unilateral for at least two years now. Don't waste your virtual breath. It means whatever works for the point he's trying to make, if any, at any given time. Sometimes, it can have two meanings at once, if that's necessary to overcome dissonance between points. ;-)

Unilateral has only one meaning -- one-sided -- but more than one usage. Our foreign policy is based on an approach to the rest of the world that is one-sided. This is why we are alone. This is why we are hated. This is why we are viewed as arrogant.
