My understanding is Fallujah General was seized to prevent it being used as a propaganda weapon during a military operation. Perhaps you think the US military wants to slaughter innocent non-combatants and just closed the hospital to prevent said innocent non-combatants from being treated and not dying. I don't think that is realistic.

Re. Nazzal - I saw a number of websites which described it as a small emergency clinic run by a Saudi charity. I consider a couple of possibilities. First, given it was a small insitituion, it is quite possible its presence was not known. Second, the "Saudi charity" raises a red flag. It is well known "Saudi charities" have funded groups like Al Qaida, Hamas, etc. A Saudi charity involved in Fallujah, which was formerly under control of Islamist terror groups, is likely to have been affiliated with the terrorists we were fighting.
