This Administration is doing that for which there was no political support in the past. Prior restraint was as much deference to political fact as it was an assessment of operational risks, perhaps more so. And Iraq was an ongoing problem that had to be resolved. We could not afford to abandon sanctions, but they were full of holes, and there was a gave risk that Saddam would regain a free hand in Iraq. We could not afford that, so we acted, quite rightly.
