No doubt they overlooked the troops for they had more important things going on. It is a mistake often made. If you read Franklin and Winston, you will see it was often made in WW2 by men we consider great. I think that the most important lesson is that when they see that they have missed something important they self correct asap. There will always be issues getting in the way of being 100% protective of the troops. The latter is a goal and never will be 100%. You or others will always find something done wrong by either the military or civilian leadership. mike
