WASHINGTON (AFX) -- Richard Fisher, a former trade official under President Bill Clinton, has been named to replace Robert McTeer as the head of the Dallas Federal Reserve Bank, said Ray Hunt, chairman of the bank's board of directors. Fisher, 55, will begin his tenure at the Fed on April 4 of next year and will join the Federal Reserve's policymaking Federal Open Market Committee. Fisher will be a voting member of the FOMC during 2005 and every third year thereafter, the announcement said. Fisher is currently vice Chairman of Kissinger McLarty Associates. Fisher was defeated in his 1994 bid for Senate by Kay Bailey Hutchison, R-Tex. Fisher also worked at the Treasury Department under President Jimmy Carter in the 1970s
