If history has taught us anything, it's that's politicians will lie, cheat, and steal to get their hands on ANY big pot of money (come to think of it, so would most people... guess it's just the human condition). Of course, if they were buying marketable T bonds instead of IOUs (as you suggested) then they would have to SELL bonds to get at the money, or pass bills to divert the yield stream. All things the public could SEE.
