David, It will be necessary to provide some interim financing.

To the tune of $1.5T at the very least. Doesn't sound too bad when it is spread over 10-15 years, but with our current deficits, we're moving quickly in the other direction, and that direction isn't changing anytime soon.

Meanwhile, Bush set a rather weak goal of cutting the deficit in half over five years. Is he being a realist and accounting for the anticipated costs of financing SS reform? Even I doubt that.
