I doubt that coverage is sufficiently robust that CDMA is unnecessary. WiFi in roamad.com style would indeed do most of the work in a place like Hong Kong, but even then wouldn't be completely free, but usually might be. Tarken in Tokyo switched on and found 3 free WiFi links in his apartment. But he got his own one anyway. Free WiFi won't provide the seamless coverage people want when they roam slightly further afield. A wide area network, and that means 1xEV-DO CDMA, will provide that coverage and do it cheaply and robustly.

But as you say, for most purposes and in most places, WiFi is fine. Skype plus WiFi is a great combination. CDMA is planned for Hong Kong and is now available [though not the best sort with the best gadgets].
