Not sure how all these statements reconcile, but it certainly is true that we all generalize from our experience way too much. As for reducing economic efficiency, I guess that depends on your definition. It might improve efficiency in the short term if, for example, employers weren't obliged to provide a guaranteed lunch break for all employees, but Arnold's back door attempts to reverse that guarantee in CA. have been thwarted for the time being, and employers can go back to grousing about how "inefficient" it is to provide work breaks.
