Contractor Quits Iraq

WASHINGTON, Dec. 22 - A major contractor in Iraq has terminated its effort to rebuild the transportation system there, in part, because of the high costs related to security, military and company officials said Wednesday.

The contractor, Contrack International, was the leader of a joint venture that reached a $325 million agreement in March to help reconstruct and stabilize Iraq's roads, bridges, railways and ports.

The company issued a statement on Wednesday, saying it pulled out "because the original scope of work that was envisioned could not be executed in a cost effective manner under the present circumstances."

The insurgency in Iraq has driven contractors to suspend operations there in the past, but Contrack's departure raises new doubts about the American-led effort to rebuild the country as the fighting continue.

Four American contractors were killed and seven wounded Tuesday in an explosion at an American base in Mosul.
