Fallujah's uprising didn't result in mass annihilation of the citizens. I think benign is still a fair description of USA activities in Iraq. Maybe you haven't heard of Nanking, Pol Pot, Mao, Stalin, Idi, Pinochet and a LOT more besides, without delving too far back in history. They didn't hold elections in any of those places.
