The machine count of paper ballots are what should be used..

I agree. Being able to cast a ballot clearly and correctly is the closet thing we have to a minimum intelligence test for voters. If you can't manage that simple task, you ought not to be allowed to influence an election and/or cancel out someone else's vote.
