It's a very interesting idea, which has been raised by others - I remember reading something along these lines in Barbara Tuchmann, which she must have written 25 years ago. I think he doesn't lay enough emphasis on the moral crisis that overtook Europe after WWII, when the crimes of the Nazis were fully uncovered. Before that point, Europeans thought there was some 'floor', some minimal level of civilization below which civilized man could not descend. After that point, they knew there wasn't, and they stopped being able to use opposing terms like "civilized man" and "savages" without irony.
