It helps you identify the problem with the amount and kind of damage, Kumar. And what has to be done to stop it. Otherwise, you just go on and on with aid every time it happens, without solving the base problem, which is that the area has got a lot of "rural poor" in it. Known to anthropologists as "indigenous people." They don't have buildings to handle it, or communications to warn them, or local disaster relief to take care of them.

On the contrary, that's when it really becomes a matter of life or death. The same strength earthquake killed 70 people in San Francisco and over 10,000 in Bam, Iran.

People die from no warning, shoddy housing, and no infrastructure to bring in relief in time. The disaster which would kill a hundred in Europe or America kills tens of thousands in the Gap.
