so why was it designated a federal disaster state, needing fed funds ?

Because that is how you get money out of the Federal Government.

Of course the hurricane in Florida did a lot of damage. But the deaths and damage were almost nothing compared to the same kind of storm hitting a country in the gap. High tech, Kumar. It gives you the infrastructure to handle natural disasters.

Federal disaster relief after hurricanes is to rebuilt structures, and provide short term housing, food, clothing and shelter to those whose homes and businesses have been destroyed.

Loss of life due to hurricanes in the USA is miniscule.

The biggest advance to preventing hurricane deaths is satellite imagery, and hurricane path predictions on TV and radio.

But nothing can stop hurricanes from destroying property.
