Thanks, I think I got it now. With normal wind-driven waves the surface of the ocean is moving faster than the deeper waters so there isn't all that much volume being pushed, just a thin layer on top.

The tsunami starts at the bottom of the ocean so there is an entire wall of water hundreds of feet deep below the surface being pushed to shore at high speed.
