Before I retired, I planned that I would sell my house and go on the road for a few years. One of the problems with doing that is residency. I would still think of myself as a Virginia resident and I would still expect to vote there, pay my taxes and register my care there, etc., but there are a lot of problems with a mailbox at some mailbox store where they hold your mail for months or years and ship it to you in bulk as your only in-state presence.

There are certainly legitimate reasons for having a P.O. box as one's address. And illegitimate ones, as well. Determining who among them is eligible to vote would be a mess. Likewise the question of double-voters who have residences in two states.
