Bush to delay major tax overhaul

He's introducing two new savings accounts, where the investment gains are exempt from taxes, in place of IRAs, 401Ks, etc. Sounds like he's abolishing the tax-deductible contributions to those accounts, and may also be looking at a taxable forced conversion to the new accounts like the Republicans last attempted with the Roth IRAs in 98.

Maybe it's time to change some of these "incentive to get over the border" laws too.
