I think it (micro-investment) is a concept that should be explored. The Native Americans long ago used smoke signals. Earlier in our US history we used Morse Code, and later the Telegraph. In our early Colonial history, we used Committee's of Correspondence to pass word of important events to the other colonies. Later, we had Pony Express. While these types of early communication wouldn't have been fast enough to tell of the earthquake and probable tsunami's (except smoke signals perhaps), surely we could develop something that could be used in all regions of the world to tell people about impending disaster..... As sophisticated as we think civilization has become, sometimes the best thing to do is 'think simple' to solve a problem.
