I wish there was some watchdog type of union that would go after such people (who try to game the system) and sue their pants off in the courts. I wonder if there is any such provision in the law.

Meanwhile, a ceo at a different hightech firm decided to 'keep' his laptop but no charges could be made against the ceo because he apparently had a lawyer ready to claim it was a 'benefit.'

What happened in 1945? World War II.

America took on enormous debts in order to pay for an unprecedented global war. The income tax was increased in scope to pay for it. Most people alive today have little conception of the sacrifices involved during a time when even food and gasoline was rationed.
