The more likely explanation is clumsy word choice on the part of Rumsfeld. Instead of saying "shot" down he meant to say brought down, or knocked down.
Could be. That is so mangled it's impossible to make sense of it. Or mayube the USAF really did shoot it down. They certainly had good reason to.

But hey, if the conspiracy theorists want to build a house of cards on top of that little foundation, they can go ahead.
Oh, they've built entire cities in the sky on less than that. Every incident has loose ends. They try to weave whole-cloth lies from them.

The gov't hardly always tells the truth. But it's a whole lot more reliable than Ray Duray.
