It sure looks like he is delivering a prepared speech from notes he's reading as he goes, with pauses between lines to think about exactly what he is about to say next. The statement appears deliberate and premeditated.

Evidence of a falling out, or power struggle, among the PNAC gang? Or perhaps a fall back strategy to cop a plea to a lesser crime? Something along the lines of, "See, there wasn't really a military stand down after all.".

At a guess, probably half the sites making a case for 9/11 being an inside job rely almost exclusively on the failure to shoot down any planes. For all practical purposes, their argument is that shooting down flights 93 and 77 was fully justified considering the damage done in New York. Not only would they be left hanging in the wind if the official story changed to include one or both flights being shot down, they would look like complete idiots if they then changed their tune to saying it shouldn't have been done that way either. The evidence showing the attacks were timed to coincide with diversionary training exercises largely falls by the way side.

I think the biggest mistake people make in their perception of government is that it is basically incompetent. When certain results appear insane by any rational yard stick, the assumption is it occurred as the result of stupidity. The saying, "Dumb like a fox.", comes to mind. While these errors in judgement rarely benefit the people, there is always something to be gained for the insiders responsible for the stupid moves.
