One possible explanation, perhaps overly simplistic, could be that the newer constructions are built in somewhat undesirable neighborhoods -- and the point of diminishing returns (price for the location) is being reached.

In Phoenix, for example, most of the newer housing is way out in the desert away from everything. And of course, the builders are asking for serious moolah. In such a scenario, I can see buyers preferring an older house in a much better area.
