That's highly unlikely to be true. You must provide proof of such wild assertions. You are informed that millions of us do not consider arms shipments to belligerents across the planet to even remotely resemble "charity", so don't try to pawn off used arms aids statistics as proof of America's largesse. The only thing these massive arms shipments indicate are that the American taxpayer is being hugely played for a chump for the sake of profiteering by death merchants, and that the U.S. government is absolutely cynical about peace on earth.
