This is the third time since 9/11 that I've read an article about a mysterious laser beam directed at a departing or landing aircraft at one of America's airports. (There was an unsuccessful attempt to take down an El-Al airplane out of Israel a year or so ago)

Either some stoned, bored punks are playing a very dangerous and illegal game or terrorists are targeting American airliners on purpose.

I don't know whether they can pinpoint exact spots with radar?

The pilot was able to land the plane, and air traffic controllers used radar to determine the laser came from a residential area in suburban Warrensville Heights.
