How do you guard against rogue actions, guys off the reservation, potential embarassments? Easy. Three dreaded words: policies and procedures. What were the policies and procedures? Did they make sense? Were they adequate? Were they followed? If you can answer yes to all of those questions then you are safe. Not safe from Al Qaeda, but safe from Frank Church, Howard Metzenbaum and a host of sanctimonious senators and others (the NYT?) who would like to hang your hide on the wall. I always laugh when I go into an airport and see the random screening. It comports with policies and procedures to do a full body search on a grandmother from Minnesota flying to Des Moines to see her grandchildren, even though she's garbed completely in pastels and wearing non-sensible shoes, and NOT to profile swarthy looking young men flying with foreign passports.
