USA tries to compete with the third world in terms of an ample supply of uneducated, cheap, local, legal or illegal labor.

Especially in the service sector as the quality of manufacturing is too low, at a minimum too risky.

Might work somehow if the cost of shipping (heavy or bulky) goods increases dramatically due to future oil costs.

Additionally the slums must be strategically situated and the US military must be called back home to handle them.

Gerrymandering the districts is also one important mechanism.

Splitting 50-50%, privatizing SS is also a good idea, to get more capital, plus some other major steps in the near future.

Cuts in Pell Grants will also increase the voluntaries for the US military, a very important goal to avoid reinstalling the Draft.

70,000 new volunteers would be pretty OK, plus some that one million possible ones.
