Powell is not the President.

The first reports indicated the death toll in the eleven affected nations would be in the tens of thousands. That demanded a statement from the President, not a lame-duck underling.

The result of Bush's ineptness is the perception that America doesn't care. The initial $15 million in announced aid was a joke... we spend that much in a a few hours in Iraq.

America will probably wind up contributing more aid than any other nation, but first impressions count... and Bush, as usual, screwed up an opportunity to better America's reputation in the world.

Given the administration's belated response to the tragedy, increasing aid to $350 million from $15 million, sending Powell and Jeb to the region and flying our flag at half-mast for a week... it seems Karl Rove or someone recognized that the initial response, including a 3 day delay in having the president speak on the subject, was pathetic.

At least now the Bush team is addressing the tragedy in a meaningful way.
