This all makes great sense, to have more easily achieveable goals and start up with 3m instead of 25m, as long as you don't lose much economy of scale in so doing

Except that this presupposes that you want to be actually mining .... who would want that? ... the great risk to a speckie stock of actually-mining has been long known, as the Pez pointed out in saying that a profit is the kiss of death to speculation - give the shareholders a profit and they'll say it's not enough, and they'll want another one next year, and a bigger one too, yada yada - it's pointless, it'll never be enough, and meantime you have set limits to your clear blue sky with all this operating cost and depreciation and commodity risk and debt etc
