You are still missing the point. In fact countries like India even indicated that they do not want foreign aid. This is something they think they can handle by themselves and they see no point to be beholden to other countries (mainly US and Pakistan) in their foreign policy dealings. US will be noticed for lack of their agility in providing aid whereas Spain and other countries will be recognised as true friends. Further in this case aid is more of a timing issue. Where diseases break out soon after the catastrophe, where dead bodies need to be found and cremated/buried etc.
