Its not just like that. Actually its even more simple:

Any administration which confiscates more than 50% of the GNP obviously represents a majority of voters who believe the state should handle their money matters. Less funds are left in the private sector and typically the tax deduction options are quite limited. This is pretty much the European and Japanese way and as with any major transfers expect most of the donations to come from the public sector.

In the USA a majority of the population (still...) seems to believe that the money is put better at work if left in the citizens pockets. Tax deduction options for charity are plenty and pledge drives is a significant part of daily life. Charity and contributions would typically come from where the major part of the GNP was left, from the private sector.

Guys, this is all about socialism or capitalism. The basic idea of it all and everybody has one vote to invest in the system he prefers.

Well, you seem to be wrong again...my post gave credit to Americans first, and then critized the AH in the WH. From my post...

Americans have been among the most generous people on earth..but this monster in the WH is a cold hearted bastard...after 3 days of silence, and an initial pledge of $5M, he had to be shamed into action, and even then, the pledge went up in fits and starts, now standing at a pultry sum of $35M...

Al
