Does it matter when Bush got in front of a camera and said anything? No. What matters is what happens afterward. When (thanks for GW) you have become the most disliked nation on the earth it matters a great deal. Indeed, it took him four days to convene a call with his cabinet, ant that was roundly announced by his PR team.
