Having conducted an illegal invasion, we have obligations under the UN Charter to fulfill as an occupying power. The UN acknowledges that the US invaded and now occupies Iraq and that the US has a responsibility to prevent Iraq from descending into a complete meltdown --a goal the UN has agreed to help pursue in some ways. It does nothing to legitimize out decision to invade. It does nothing to legitimize US foreign policy. It does acknowledge that Iraq is a mess and urgent action is needed to bring security to Iraq. As for the means to do this, support for the US continues to be paper-thin -- most countries simply do not want to be associated with the invasion and its tragic aftermath.
