With any luck, the next time something like this happens, a far better warning system will be in place. At a bare minimum, you would think that NOAA could contact countries at risk rather than their legally required partners in a different ocean.

IMHO, Bush reacted to this disaster the same way he did to 9/11. Rather slow on the uptake.
