Now: Where is the use of US taxpayer money for relief of foreign disasters authorized in the Constitution? If it is not, then what is the basis of screaming about the teensy amount the US gov't is putting out? The screaming should be that it is putting out any money AT ALL. What private citizens do of their own free will is another matter (and, yes, I sent money to the IRC).
