I'm not sure if that is a serious question or humor. It did make me smile.

USAID has been everything but an NGO including cover for covert OPS.
Well maybe an NGO or two has found such use too.

Oh yeah, nearly forgot, The folks at USAID do distribute US Govt aid too. That may even be their primary mission. Who knows?

USAID is a US government agency, but it's one of the "independents". As the Federal Reserve takes guidance from the Treasury and the Congress, and Fannie Mae takes guidance from Housing, USAID takes guidance from State Dept. Employees are Civil Service.
