The USA are giving so much (not only cash but logistical support) because they are inherently a generous and caring country. Russia, China and particularly France are all about me me me. Do you remember the heat wave deaths in France 13,500 perished in what a month? Most were elderly grandparents left at home to cook to death as their loving children deserted them for cooler climates. How very pragmatic: not only do they not have to care for their parents now, they have inherited all their money and assets. A national shame that the French will simply just brush off...again.
