You don't seem to understand the purpose of the "War on Terror". It is designed to profit the war contractors. Humanitarian aid does not transfer the American taxpayers money into the hands of the elites, so it's really a useless activity from their perspective. If the Carlyle Group can figure out how to further enrich themselves by contracting in the disaster relief game, then we will see Bush honoring his commitments. Otherwise, all bets are off.
