The internet, the novelty of the disaster, and European tourists, helped elevate the interest in this disaster- and interest equals dollars. Disaster relief, like everything else in life, won't be fair.

As for Bush being blamed, I don't really see how he can be, when so many countries are sending money. Bush can be blamed for things he clearly has control over (the Iraq war for example), but I don't see most people blaming him for AID snafus. Obviously there are a small contingent of people who will blame him no matter what, just as there seemed to a contingent doing that to Clinton (and quite frankly those people are still going, like demented little energiser bunnies).
