I think it was partially shame, yes, but you notice that EVERY other country that pledged money acted with the same lack of speed and the same lack of generosity at first. So to single out the U.S. is just showing how people are so biased against the U.S. Even Japan bumped up their pledge only after the U.S. bumped up theirs.
