KLP, I think the greatest thing the USA does is not the donations, it's the political system which results in technological and economic development via commercial activity.

The political leverage that gives to push countries towards a civilized way of life is good too. If they want the goods and services, they need to allow USA corporations to set up shop.

A viable commercial enterprise is worth a LOT more than some transient charity.

Individuals around the world are suffering as much difficulty as those harmed by the tsunami, but because they don't make it to TV and the competition "look how generous we are" they are on their own.

Far more than charity, what is needed is commercial development around the world and political evolution to enable it. That includes a complete rebuild of the UN so that it is not a kleptocratic suffocatocracy run from the back rooms of totalitarian states. China, Russia, France, Britain and USA have undue political power, just because they beat Japan and Germany in WWII over half a century ago. I want a vote, directly, not via the NZ government. India and Japan should have more say than France or Britain. Germany is a big place too.
