The prevalence of wireless infrastructure should make such things doable. I sure would like to see it implemented.

Sorry one small correction: Hours went after everybody knew of an earthquake size 8.0.
It was upgraded to 9.0 only later.
The warning from Hawaii went out with a location and size 8.0.
