I'm fairly sure your recollections are incorrect on this, er... 'azzwipe'.

Check out the dates, please:

1) At the conclusion of Desert Storm (you know, when Bush I turned back from toppling Saddam) the USA imposed economic sanctions on Iraq... tightening the loophole-ridden weapons embargo we already had on Iraq.

2) At a later date --- and you may be correct on this that it was formally accomplished under Clinton --- the individual sanctions that the US, Britain, and several other countries already had on Iraq were formalized and codified and extended in a UN-approved system of economic sanctions.

3) This system of sanctions was still in-place --- so you are certainly incorrect in this respect --- when Bush II took office... and all during the build-up to the second war and even after.
