I agree in principle. But a link or a definitive definition somewhere would be nice.

If they didn't use the same standard, it would be difficult to compute an "average" estimate, etc.

I disagree. It would be easy to compute an average whether they are using the same standard or not. Of course it would be incorrect if they aren't the same standard, but people do this sort of thing all the time.
