I would say this is "analyzing", not massaging, the numbers.

If I earn $10,000 a year and donate $100 and you earn $100,000 and donate $150, you could legitimately claim that your donation was 50% larger than mine but I wouldn't say that your donation was 50% more generous.

The amount the US has donated to relieving the chaos in south
Asia is equivalent to only a few weeks worth of what they're spending to create chaos in Iraq.
