Perhaps 10 percent of the monetary aid should be diverted from SE Asia to the UN so they could buy some helicopters or hire people to render aid for the next disaster.?

Months before the UN oil for food scandal broke, I heard a story that much of the $ billions collected from Iraqi oil sales and to be held in trust for Iraq was missing from the UN coffers.
What happened to that story, where is the follow up.?
Or is it part of the Saddam payoffs now being investigated?
