someone wrote something a few weeks ago about foreign CB's buying the long end, and that in the flight for safety as our problems surfaced they would be selling the long end and buying the short end. noland maybe? heinz? I can't remember. anyone?

here it is. it was bob hoye in the barron's article who forecasted that foreign CB's would be moving to shorter paper
