How to phony up the numbers so it doesn't look like you are failing miserably at meeting your 'deficit reduction pledge': 1) Don't start with the ACTUAL DEFICIT NUMBER at the start of your second term --- instead start counting from a phony estimated number from a year earlier (that itself was repudiated by the WH only months after being published....) * This adds a hundred billion or so of phony 'progress' * (on paper, anyway), and gets you off toward a roaring start at 'meeting your pledge'. 2) EXCLUDE a hundred billion or so every year in War costs... (Just don't count the expenditure, PRETEND it's not really happening, or that it's all FREE.) 3) Everyone knows the true, honest federal deficit numbers (using GAAP rules) are about twice the official reported numbers, because of the temporary surpluses in the Social Security Trust Fund and other trust funds such as the Highway Trust Fund that are being used to disguise the extent of the US's structural budget imbalance from the American public --- this is not news, all our recent Presidents and Congresses engaged in this dishonest accounting. What's new is this: When you are proposing major changes to the Social Security program --- expected to incur trillions in 'transaction costs', if passed --- plan to EXCLUDE those expenses from the 'deficit pledge' calculations, too.... Just like the war costs, PRETEND IT'S ALL FREE! 4) ASSUME that government tax revenues will go up MAJORLY every year (even when your own accuraries tell you they won't....) Just tell yourself: there will NEVER be another recession! The normal business cycle has been REPEALED! 5) EXCLUDE all revenue reductions resulting from renewal of tax cuts, EXCLUDE all revenue losses from tax changes you are PROPOSING (such as reform of the alternative minimum tax), DO NOT COUNT the costs of the MEDICARE DRUG BENEFIT PROGRAM.... And so on, and so on, and so on.... Just LIE YOUR ASS OFF, (and rely on people not being able to count.)
